$$GT \geq 5000 \land \text{EU voyage} \Rightarrow \text{MRV}$$
MRV: CO₂ only historically; 2024+ adds CH₄ + N₂O. Independent verifier validates. Emissions Report + Document of Compliance by 30 June every year.
