From 2030, container and passenger ships (including cruise, ro-pax) berthing for two hours or more at TEN-T core EU ports must use Onshore Power Supply - or emit zero at berth via batteries, fuel cells, or similar.

Formula and assumptions

FuelEU Article 6 mandates that from 1 January 2030, containerships and passenger ships (excluding ro-pax for cars only, for brief durations) must use OPS at TEN-T core ports when moored for ≥ 2 hours. Zero-emission technologies (batteries, fuel cells) are permitted alternatives. Non-compliance adds to the FuelEU penalty calculation as additional deficit.

A short list of exemptions: emergency dock, OPS unavailability at port, ship technical incompatibility (demonstrated), and short berths ≤ 2 hours.
