EUAs = (Intra × 100 % + Extra × 50 %) × phase-in
phase-in: 2024 = 40 %, 2025 = 70 %, 2026+ = 100 %

CH₄ and N₂O are included in the EU ETS scope from 2026 onwards. For 2024–2025, only CO₂. Scope factors: intra-EEA 100 %, EU↔non-EU 50 %, outermost regions 0 % (derogation extendable). Offshore ships have a special definition; most remain out of scope unless they spend most of their time on EU-↔-EU transits.
