Crude oil carries dissolved volatile hydrocarbons (C3–C7 predominately) that flash off as tanker cargo tanks fill. A Vapour Emission Control System (VECS) captures and either re-liquifies, flares, or returns these to shore, reducing VOC losses by 90 %+.
MARPOL Annex VI Reg 15 requires a ship-specific VOC Management Plan (VOCMP) for crude tankers ≥ 500 DWT, describing arrangements for VECS operation and loading-rate control.
