SOLAS Chapter XV applies when industrial personnel exceed 12. The IP Vessel Safety Certificate states the maximum certified IP capacity. Total persons on board (POB) includes crew, industrial personnel, and any other persons. The IP Code Chapter 9 LSA capacity must accommodate all persons on board including margins. Above 12 industrial personnel, full Chapter XV / IP Code applies; at or below 12, the ship is treated as conventional cargo ship under SOLAS.
