Safety-floor check per MEPC.1/Circ.850/Rev.3. Ensures a ship has enough installed propulsion to manoeuvre safely in adverse weather, even after EEXI power limitations.

Bulk carrier / Oil tanker: DWT < 145,000: P_min = 0.0687 × DWT + 2924.4 DWT ≥ 145,000: P_min = 0.0689 × DWT + 2937.0 Other cargo types: operator must apply Level 2 assessment.
Level 1 is a simple Admiralty-coefficient-style minimum installed power check. Level 2 is a detailed manoeuvring-in-waves assessment and is mandatory for non-tanker/bulker types. Both levels are under MEPC.1/Circ.850/Rev.3.
