41,000 MJ/t is VLSFO LCV. The 2020 fleet-average baseline is 91.16 gCO₂eq/MJ; 2024 was reporting-only: no penalty applies. The annual GHG-intensity limit then declines per Reg (EU) 2023/1805 Annex I, becoming binding from 2025. Applies to > 5000 GT vessels trading in EU.
