SOLAS III Reg 31 - cargo ships require 100 % POB in lifeboats on EACH side (so total = 200 %). Passenger ships use 37.5 % each side in partial-enclosed + 12.5 % rescue boat + liferafts. Add 5 % capacity buffer for POB fluctuations.
