FuelEU RFNBO 2× Multiplier
Between 2025 and 2033, energy from RFNBOs (Renewable Fuels of Non-Biological Origin) counts DOUBLE in the FuelEU attained-GHG-intensity numerator - a strong commercial incentive to early-adopt e-methanol, e-ammonia, or green hydrogen.

Formula and assumptions
FuelEU Maritime Article 4(2) grants RFNBO energy a 2× weighting in the FuelEU GHG intensity formula numerator. Only in the NUMERATOR - the denominator (total energy) remains single. Effect: lowers the attained intensity faster than simple substitution, front-loading the compliance benefit of RFNBOs for early adopters.
The 2× multiplier applies from 1 January 2025 to 31 December 2033. After 2033 it reverts to 1×.
