Formula, assumptions, and limits
MARPOL Annex I Regulation 18.3 bans carriage or use of fuel with flash point below 60 °C closed-cup. Bunker-delivered note (BDN) MUST include flash point result per Reg 18.5. The test is done by Pensky-Martens closed cup per ISO 2719.
