Check whether prewash is required per MARPOL Annex II Reg. 13 - mandatory for Cat X and high-viscosity / solidifying cargoes.

Formula, assumptions, and limits
Prewash: tank cleaned at the unloading port with residue to shore reception. Solidifying > 15 °C above sea temp OR viscosity > 50 cP @ 20 °C = high-viscosity.
