D-1 exchange: 95 % volumetric replacement, ≥ 200 nm / ≥ 200 m (or 50 nm / 200 m with coastal state). D-2 BWMS mandatory from 2024 for new, 2026 for existing. USCG requires D-2 from 2020 regardless.
